3. Pre-application fees from 1 April 2024
Fee categories and amounts as at 1 April 2024 with notes and details of exemptions at the end.
Householders and Listed Buildings
- Desktop evaluation with written response (no meeting) £200 or £300 if house is a listed building.
- Additionally, if an office/online meeting is exceptionally agreed a further fee of £100
- Additionally, if a site visit is exceptionally agreed a further fee of £200 or £300 if house is a listed building
Small Minor. 1 dwelling or 200 sqm floor space or change of use with no works
- Desktop evaluation with written response (no meeting) £350 or £420 where site has Listed Buildings
- Additionally, if an office/online meeting is agreed a further fee of £150 or £180 where site has Listed Buildings
Medium Minor. 2-4 dwellings or 200-499 sqm floorspace or site area less than 0.5ha
- Desktop evaluation with one office/online meeting and one written response £900 or £1080 where site has Listed Buildings
- Additionally for each extra office/online meeting or response a further fee of £300 or £360 where site has Listed Buildings
Large Minor. 4-9 dwellings or 500-999 sqm floorspace or site area 0.5-0.99ha
- Desktop evaluation with one office/online meeting and one written response £1500 or £1800 where site has Listed Buildings
- Additionally for each extra office/online meeting or response a further fee of £400 or £480 where site has Listed Buildings
Small Major. 10-30 dwellings or 1,000-4,999 sqm floorspace or site area 1-1.99ha
- Desktop evaluation with one office/online meeting and one written response £2500 or bespoke fee
- Additionally for each extra office/online meeting or response a further fee of £750 or bespoke fee
Medium Major. 31-149 dwellings or 5,000-9,999 sqm floorspace or site area 2-3.99ha
- Desktop evaluation with up to two office/online meetings and one written response £5500 or bespoke fee
- Additionally for each extra office/online meeting or response a further fee of £1250 or bespoke fee
Large Major. 150+ dwellings or 10,000+ sqm floorspace or site area 4+ha
- Desktop evaluation with up to three office/online meetings and one written response £9000 or bespoke fee
- Additionally for each extra office/online meeting or response a further fee of £1750 or bespoke fee
Exemptions
The following types of enquiry are eligible for a 50% fee reduction
- Development within Use Classes B2, B8 or E (excluding retail) of less than 1000 sqm
- Retail development of less than 280 sqm
- Development by Town & Parish Councils
The following types of enquiry are free
- Affordable Housing-led Schemes in agreement with Council.
- Development Specifically Intended to Improve Disabled Access
Notes
- Written response fees always have to be paid and any office/online meeting not included in the fee are additional fees to be paid on top of the written response fee
- All meetings are office/online meetings and if there is an agreed requirement for a site visit/meeting this will be subject to a separately agreed extra fee.
- Where a development proposal does not fit neatly in to one of the above categories, these will be used as a guide when assessing the fee required.
- Where a bespoke fee is considered appropriate this will be generally be agreed with applicant through a Planning Performance Agreement
- Floorspace means gross external floorspace
- The larger element of a mixed use scheme will be used to determine which category of fee applies
- All fees are inclusive of VAT
- Where it is agreed that the advice can be provided without a meeting the cost of the meeting may be refunded
- Where a request has been received but the officer has not yet started to work on the request the fee may be refunded less the relevant administration fee. This is currently 10% of fee (minimum £65 max £500)
- For fee calculation purposes, flats and holiday accommodation are considered as dwellings
